Can I configure MoWeS Apache server to allow http requests from my LAN's subnet?  I am getting permission denied errors.

You got to open ports in your router in order to direct all Http requests on port 80 to the computer you intend on LAN. Go to portforward.com  and choose your modem, for forwarding port 80 to your server. You can get your global ip here whatismyipaddress.com. Try to connect from a computer which is not part of your LAN with the global IP. It should Work.
